the WX collection points have different colors, it seems to indicate WX severity.
Green seems VFR
Blue seems intermitent
Red seems IFR
Purple seems to be between red and blue
some of the green circles are filled with white, full 3/4, and, 1/4... what does this indicate?
what do the clock symbols in the colored balls represent?

The color code is:
Green - VFR conditions. Ceiling is higher than 3,000 feet AGL and visibility is greater than 5 miles.
Blue - Marginal VFR conditions. Ceiling is 1,000 feet or higher and visibility is 3 miles or greater; but conditions are worse than Green.
Red - IFR conditions. Ceiling is 500 feet or higher and visibility is 1 mile or greater; but conditions are worse than Blue.
Purple - Low IFR conditions. Ceiling is lower than 500 feet or visibility is less than 1 mile.
The cloud cover symbols are:
Solid white circle - Sky clear up to 12,000 feet.
White circle with notch - Few clouds.
3/4 white circle - Scattered clouds.
1/4 white circle - Broken clouds.
No white - Overcast.
