1.THE LANDING AREA IS LIMITED TO PRIVATE USE.2. PROVIDE A SYSTEM THAT WILL PREVENT ANY VEHICLE FROM HAVING ACCESS TO THE LANDING PAD.3. PROVIDE A MEANS BY USING TRAINED PERSONNEL TO PROHIBIT ANY VEHICLE TRAFFIC FROM USING THE ACCESS ROAD THAT IS LOCATED BETWEEN THE ENTRANCE TO THE EMERGENCY ROOM AND THE LANDING PAD WHEN A HELICOPTER IS EITHER LANDING OR TAKING OFF FROM THE LANDING PAD. UNDER NO CIRCUMSTANCES SHOULD A HELICOPTER LAND OR DEPART THE LANDING SITE WITHOUT THE USE OF TRAINED HOSPITAL PERSONNEL TO MAKE SURE THAT NO VEHICLES OR PEDESTRIAN WONDERS NEAR THE LANDING SITE. THE HOSPITAL SHOULD HAVE A WRITTEN PROCEDURE OR GUIDELINES FOR THIS CRITICAL REQUIREMENT.4.THE POWER LINE THAT IS BETWEEN THE HOSPITAL BUILDING AND ACROSS THE ACCESS ROAD TO A UTILITY POLE MUST BE MARKED FOR DAYTIME USE.5. SHOULD THIS LANDING SITE BE USED DURING THE HOURS OF DARKNESS, THEN THIS POWER LINE SHOULD BE REMOVED AND PLACED UNDERGROUND.6.ASCERTAIN THAT THE HELICOPTER EMS PROVIDERS HAVE A PROCEDURE IN PLACE TO ESTABLISH COMMUNICATION WITH PORTSMOUTH INTERNATIONAL AT PEASE AIRPORT (PSM) WHEN ARRIVING OR DEPARTING THIS LANDING SITE. COMMUNICATION WITH PEASE ATC IS MANDATORY WHEN ARRIVING OR DEPARTING THIS HELIPORT. NO MOVEMENT FROM THE HELIPAD UNTIL A CLEARANCE FROM ATC IS GIVEN.7.REMOVE THE POWER LINE AND POLES ALONG THE ACCESS ROAD AS INDICATED IN THE PROPOSAL.8.REMOVE THE LIGHT POLES AND SHORTEN SOME OF THE POLES AS INDICATED IN THE PROPOSAL.
